Who is an official justice expert in Iran?

An official judicial expert is a specialist who has a bachelor's degree or higher in a university field or has been employed full-time in a profession for at least 15 years. After being selected in the exam of the Iranian Association of Official Judicial Experts, he provides expert services within the framework of the field specified in the expert license and the qualification booklet for courts or public and private employers, and his opinions are accepted as official opinions.
In Iran, undergraduate fields are divided into approximately 80 fields, which are also categorized into twelve specialized groups depending on the subject. ⚖️ What was the reason for the formation of the first expert group in the country?➕

The first expert group in the country was formed about 20 years ago due to the lack of confidence among official experts in the possibility of providing services directly to the public. There were suspicions about the legality of direct expert services, and all experts, upon receiving service requests, conditioned their provision on receiving an official letter from judicial or state authorities. At this juncture, by forming a team of colleagues and considering the absence of restrictive laws in this framework, we started providing services directly as the first expert group.

⚖️ When did the first online expert services website start operating?➕

The first online expert services website began in the early 2000s. Initially, there were no private expert websites, and due to legal restrictions on advertising for experts, launching a website also raised concerns. However, upon further investigation, it became clear that there were no restrictions on launching a website, and it was not considered direct advertising. Therefore, using the two keywords for expert consultation, "Expert consulting," we registered the valuable current domain as the first private sector expert website and began introducing our services.

⚖️ What is the reason for needing a portal and database for Official Court Experts?➕

The first portal and database for Official Court Experts was created considering the growing need for expert services and the necessity of gathering information across all specialties, in addition to the information of official court experts. We started collecting specialized articles from colleagues and, by publishing them on the website and going through the registration process, we managed to create the first expert portal and database in the country, which has since successfully provided services across all expert fields in the country.

⚖️ Why did the expert group start developing practical applications?➕

The first developer of practical applications, with the increasing referral to the first group of official court experts, the need arose to create a software platform for preparing and developing practical applications, such as fee tariff calculators and also expert delay penalty calculations based on Central Bank indicators. This became one of the first IT services of the group and in the country.

⚖️ Why was the Online Expert Fee Calculation Application created?➕

The first software team designing online expert fee calculations, as explained, because the announced tariff for calculating the fees of official court experts was very complex, and even more complex was the then Article 12 (now Article 11) of the tariff that determined expert fees for assessments. This led us to develop software that would simply calculate and report this.

⚖️ Why did the expert group develop online attorney fee calculation software?➕

The first software team designing online attorney fee calculations, in the years after 2003, with the expansion of legal services in the private sector, the most important issue was determining and accurately announcing fees in correspondence, especially expert tariffs and attorney fees. We were able to establish the group's IT unit and form a team of top developers in the country to start developing online calculations titled "Expert Fee Tariff and Attorney Fee based on the approved 2003 tariff".

⚖️ What need did the Online Delay Penalty Calculation Application address?➕

The first software team designing online delay penalty calculations, following these services and utilizing the provided software, we received suggestions from administrative units and the judiciary requesting the preparation of online software for calculating delay penalties to facilitate time-consuming calculations, which we also provided in the form of an application and online calculation.

The first National Expert Services Network was naturally established. With the introduction of the first expert group and the interest of colleagues across the country to cooperate, we were able to form a network of experts throughout the country by gathering information about colleagues and their office and hardware facilities.

⚖️ How long has the online services group been providing services?➕

The first online expert services group covering nearly 80 fields: The establishment of the national expert network accelerated expert services to the extent that 24-hour assessment services became available across the country, and 72-hour services for other expert assessments and evaluations outside the country were provided via the internet.

⚖️ Does the Association of Official Court Experts also provide arbitration services?➕

The first provider of international arbitration services in the field of expertise, by introducing services outside the country, especially evaluation services in the fields of real estate, banking, cybercrimes, digital currency expertise, and financial matters for international authorities, particularly The Hague Court, we witnessed a growth in requests for evaluation and expert services internationally. This, through the creation of an international indicator software and utilizing the cooperation of interested foreign experts, led to the provision of special services titled International Arbitration.

The first provider of evaluation reports in other languages, our focus on services outside the country, arbitration, and expertise led to the development of this service in providing expert reports in other languages, especially English. For example, providing a report in Arabic regarding currency conversion (Dirham), or a dispute resolution and arbitration report for an oil construction project, or an evaluation report in English for immigration, as well as evaluating a factory in Iran in Chinese, brought us unparalleled competitive advantage, and we are still interested in cooperating with other like-minded colleagues.
